What does TOEFL stand for and how do you assess spoken English to monitor a standard?

Hi Dawn,
TOEFL stands for Test of English as a Foreign Language (although personally I think it should be called TOEAP - Test of English for Academic Purposes).
The second question is too vague for me - what exactly do you mean? Is it in relation to the TOEFL speaking section, or speaking in general? Do you mean how do I (personally) assess speaking, or how is it generally done?
