Yes that's true - it's ETS' way of trialing and testing new items. Even though you may get 5 passages, only three will be actually graded and included in your score - though you won't know which!
And no - it is not an indication of performance for different candidates - it is randomly assigned (those who don't get extra reading passages may get extra listening passages under the same system).
